Mr. McCarthy is the Managing Attorney at the firm. Mr. McCarthy's practice is concentrated around representing individuals and corporations in state and federal courts throughout the State of Maryland. Areas of representation include general litigation, family law, corporate litigation, criminal defense, personal bankruptcy, administrative matters, investigations and compliance projects for small and medium sized companies.
A former law clerk for the Honorable Joseph S. Casula in the Circuit Court for Prince George's County, Maryland and former Associate County Attorney in the Prince George's County Office of Law, Mr. McCarthy is a well known and respected courtroom presence in the courts of central and southern Maryland, as well as the Eastern Shore.
Mr. McCarthy was also an Internal Affairs Prosecutor for the Administrative Review Board for the Prince George's County Police Department, and an investigator at Riggs Bank in 2004 during its compliance review prior to merging with PNC Bank. Utilizing this experience, Mr. McCarthy has general investigation experience, including compliance matters concerning the Bank Secrecy Act (BSA) and Foreign Corrupt Practices Act (FCPA). Mr. McCarthy is a member of the Association of Certified Fraud Examiners (ACFE) and the Anne Arundel Bar Association (AABA).
Born in Windsor, UK, Mr. McCarthy is a duel national of the United States and United Kingdom.
Ms. Hartman is a policy advisor with the firm who provides political consulting and strategies to corporate and individual clients reagarding issues in the public sector. Ms. Hartman worked from 1994 through 1999 as Under-Director of Scheduling for Vice President Al Gore. From 1999 through 2004, Ms. Hartman was Chief of Staff for the Treasury Department at the Democratic National Committee. From 2004 through 2006, Ms. Hartman worked as the Director for Services for the Democratic Caucus. From 2006 through 2010, Ms. Hartman was Director of Legislative Services for the Honorable James E. Clyburn (D SC) as Majority Whip in the United States House of Representatives. Acting as floor staff, Ms. Hartman was directly involved in the creation and negotiation of bills coming out of the House of Representatives.
As a result of this experience, Ms. Hartman has the ability to assist and direct clients to successful resolutions of pending legislative issues that may affect their business.
Ms. Kirchner is of counsel to the firm. Ms. Kirchner is a 2006 graduate of the University of Baltimore School of Law. Prior to working in her current position, Ms. Kirchner was an Assistant State's Attorney for the Anne Arundel State's Attorney's Office. Ms. Kirchner assists and provides her unique expertise to the firm in white collar defense matters, serious felonies, and has extensive experience in these areas. Ms. Kirchner is barred in the State of Maryland. Ms. Kirchner is a duel national of the United States and Australia.
Mr. McCarhy is of counsel to the firm. Mr. McCarthy is a graduate of the United States Naval Academy, and University of Baltimore School of Law. Mr. McCarthy received his L.L.M. (Legal Letters Masters) in taxation in 1999. Mr. McCarthy assists and provides his unique expertise to the firm in estate, trusts and taxation issues for individual and corporate clients. Mr. McCarthy also provides assistance in the area of trade and maritime matters. Mr. McCarthy is barred in the State of Maryland, the District of Columbia, the U.S. District Court for District of Columbia, the U.S. District Court for District of Maryland, the U.S. Court of Appeals for 4th Circuit, the U.S. Tax Court and the U.S. Court for International Trade.
